How many reciprocal links must be used for new web site?

Can anyone tell me about the use of reciprocal link for the new web site? For the link exchanging page rank of the other site should be consider or not. If page rank should be considered then up to which level page rank must be considered.

I think near about 100. 70 to 100 links are beneficial for your reciprocal site.

Reciprocal links are not effective anymore if you are thinking about using it for ranking purpose as it was highly abused as webmaster constantly exchange links for mutual benefits and many spam sites that contains nothing but reciprocal links started to pop up up generally know as linkfarm so google has to change their algorithms and now only one way backlinks are counted.

but you can exchange links if you doing it for traffic.
